What the Word Actually Means
Not a church office. A sent one. A legal agent who carries the full authority of the sender. "The shaliach of a man is as the man himself."
Shaliach is the Hebrew word behind the Greek apostolos, which your English Bible translates as "apostle." In English, "apostle" has become a church title: the twelve apostles, the apostolic age, apostolic succession. It sounds like a rank in an organizational chart. The Hebrew concept is nothing like a rank. A shaliach is a sent one, an authorized agent who carries the full legal authority of the person who sent them. The Talmudic principle is explicit: "The shaliach of a man is as the man himself" (Berakhot 5:5). When the shaliach speaks, the sender speaks. When the shaliach acts, the sender acts. The agent is not representing the sender. The agent IS the sender's presence in the room.
This is how first-century Jews would have heard Yeshua when He said "As the Father has sent Me, I also send you" (John 20:21). He was not giving them a job title. He was making them His legal agents, carrying His full authority into every situation they entered. When Yeshua says "the one who receives you receives Me" (Matthew 10:40), that is shaliach logic. The sent one is the sender made present. The twelve were not apostles in the church-office sense. They were shlichim (plural of shaliach), legal agents of the Mashiach carrying His authority to act, speak, and bind on His behalf.
The KJV transliterated apostolos as "apostle" instead of translating it as "sent one" or "agent," and the word became a title that could be institutionalized, ranked, and claimed by succession. The ESV, NASB, and NIV all follow. None of them convey the legal, authoritative, representative weight of the Hebrew shaliach. Hebrews 3:1 calls Yeshua Himself the "apostle and high priest of our confession," the shaliach of HaShem. That is not a title. That is the claim that when Yeshua walked into a room, HaShem walked into the room. The Hebrew makes that claim with a single word. The English buried it under an organizational chart.
